M. Davis and Company, Inc. was recently engaged to support a needs analysis for the NYCEMD to determine a statistically significant measure of demand for government administered transportation services for people with disabilities and access and functional needs (DAFN).
Process
M. Davis and Company, Inc. was responsible for:

- Development of the survey instrument
- Execution of the survey
- Consolidation of the data
- Analysis of the data
- Reporting of findings
Results
This initiative and the study involved will inform the City’s decision of whether and how to revise and update current evacuation plans – specifically the Homebound Evacuation Operations (HEO) plan – for people with disabilities and others with access and functional needs.
