A Word from the Editors

Today's environment requires both public and private sector executives to make significant decisions in a timely manner, using the most relevant and accurate information available. Decision makers must have high returns on the information provided. It is our aim at M. Davis and Company, Inc., to provide government agency executives a product — high return on information (ROInfo™) — that most effectively identifies challenges facing their organizations and best solutions to those challenges.

The FY 2002 President’s Management Agenda (PMA) identifies five primary initiatives to improve federal management and deliver results that matter to the American people. Organization’s will be recognized for their performance and results. Similar initiatives are being undertaken by various state, county and municipal governments.

ROInfo™ through the use of a range of research methods and techniques, program designs and monitoring tools, provides clients with critical information in real time. This timely presentation of critical performance information, improves executive decision making and organizational performance.

We hope to use this newsletter to highlight for public sector executives some of the current research, key findings, initiatives and best practices in the industry. We welcome your comments.

The National Customer Service Awards

Congratulations to the nominees and winners of the National Customer Service Awards! Building a strong 21st century workforce in a customer centered, one- stop environment is both a challenge and an opportunity for America’s workforce. These organizations have demonstrated their ability to take every opportunity to provide quality workforce services for customers, to be leaders in building relationships, to incorporate technology to enhance services and to be the champions for the workforce professionals in their organizations. These excellent models help connect people to better jobs, skilled employees, and an improved quality of life.


Pyramid Prize Winner: Wisconsin for Racine County Workforce Development Center

Referred to by the judges as “truly impressive,” Wisconsin’s Racine County Workforce Development Center re-invented employment services by integrating staff and resources to create a seamless and single employment and training system that provides customer focus and universal access and meets all funding source needs. The co-funded and co-staffed services include:

  • Employment Resource Area
  • Career Development Area
  • Career Discovery Center
  • Academic Improvement Area
  • Workforce Development Instruction
Results. Over 1,000 individuals each week are provided a variety of services at the center and over 8,000 per week access job orders via the internet. A recent survey indicated that 91 percent of job-seeking customers rated their experience at the center as positive.

Architect of Change Nominee – Idaho for Business Relations Initiative

After conducting over 1,000 employer telephone surveys, The Idaho Department of Labor concluded that they needed to concentrate on building better relationships with business customers. Employer feedback included negative images such as “a government bureaucracy for jobseekers,” “a place for unqualified job seekers,” and “it must not be very valuable if it is free.”

A department-wide, cross-functional team was formed to develop a plan to address these issues. The team surveyed local staff to identify current tools and techniques and to solicit concerns and ideas. The Idaho for Business Relations Initiative was the result. Key components of the initiative include:

  • A basic philosophical shift in service delivery that puts the business customer first.
  • Integrating the initiative with the statewide “Idaho Works” brand-name marketing campaign established by the Workforce Development Council.
  • Development of both internal and external marketing literature describing the “success stories.”
  • Implementation of extensive sales training classes for management and key marketing staff.

Feedback from local staff indicates overwhelming buy-in to this initiative with acceptance and ownership of its business-focused approach.

Results. Local offices report a continuing stream of success stories with over 20 submitted during the last six months.

GSA Benchmarks Against the Private Sector – and Excels!

The U.S. General Services Administration (GSA) has an extensively and highly innovative benchmarking program that has won accolades both within the Federal government and in the private sector.

The initiative is known as “Linking Budget to Performance,” and it is the keystone of how the GSA does business. It is also the basis for recognizing GSA’s high performing associates, encouraging creative thinking and spurring even better results. Over the past three years, the program has produced $650 million in savings and new revenue.

“Linking Budget to Performance” focuses on nine performance measures reflecting the core drivers of business. GSA associates seek to meet or exceed these “Big 9” measures each year in a friendly competition, with the top regional offices awarded increased budgets and individuals receiving cash.

The results are impressive. Customer satisfaction scores have reached 85 percent.

BTS Survey Finds Public Satisfied With Government Efforts on Transportation Security

WASHINGTON, D.C., March 13,2002 – Nine out of ten American’s are satisfied with the federal government’s effort on travel-related security issues but about the same number remained concerned about those issues, according to a Bureau of Transportation Statistics (BTS) survey.

“I am particularly gratified that the American public understands the federal government’s efforts to maintain the security of our transportation system,” Secretary of Transportation Norman Y. Mineta said. “As we continue to improve security, the traveling public’s confidence in the transportation system will be restored.”

BTS polled 1,000 households in February as part of the BTS Omnibus Household survey, which is conducted each month.

“BTS conducts these regular surveys for decision makers to gain a better understanding of the public’s attitudes and opinions about our transportation system,” Ashish Sen, BTS Director said. “This information can be important help for the transportation community.”

    • Performed comprehensive stakeholder assessment to identify vision mission and goals to support the strategic planning process.
  • Philadelphia International Airport (PHL)/ Northeast Airport (PNE)
    • Identified and explored perceptions concerning B/C Terminal development
    • Determined the satisfaction factors critical to evaluation of a new Fixed Based Operator (FBO) by general aviation clients
  • South Carolina Highway and Safety Department
    • Developed and implemented a public information and education campaign on pedestrian safety, which in an increase in the awareness and utilization of pedestrian safety practices
